Open shifts, swaps and auto assign

Post shifts anyone can claim, let people swap, or let auto assign fill the gaps fairly.

1. Add a shift without a person and set Open spots — it appears in Unassigned shifts.
2. Employees claim it in the app; you approve under Requests (or allow instant claims in Settings).
3. Swaps: an employee offers a shift, a colleague accepts, and you approve.
4. Auto assign (Actions) fills open shifts using availability, preferences and hours.
